How wallpaper actually comes off
The paper is the easy part. The adhesive is the job.
Four stages
- Scoring. A scoring tool perforates the face so moisture can reach the paste behind it. On a vinyl or heavily coated paper this is not optional, because the face is effectively waterproof.
- Steam or solution. A steamer softens the paste with heat and moisture. A chemical stripping solution does it wetter and slower. Which one we use depends on the paper, the adhesive and what is behind the wall.
- Stripping. The paper comes away in sheets when the paste has released, and in postage stamps when it has not.
- Adhesive residue removal. The step that gets skipped, and skipping it is why so many repaints over stripped walls look wrong.
Why residue matters so much
Leftover paste stays water-sensitive. Roll fresh latex over it and the paste rewets, moves under the film, and you get bubbling, streaking and patches that read glossy under a lamp. The wall gets washed and rinsed until it stops feeling tacky.
Priming after removal
A stripped wall gets primed, always. A stain-blocking primer handles residual adhesive discolouration, installer marks and anything the steam brought forward. A bonding primer is for slick or chalky surfaces where a standard primer would not grip. On a skim-coated wall the primer also equalises porosity, because bare compound drinks paint faster than the painted drywall around it, and skipping it leaves visible flashing wherever the patching was.

What is behind the paper
This is the risk that decides how the job goes, and we check for it before quoting.
Unprimed drywall
Wallpaper hung on unprimed drywall bonds to the face paper of the drywall itself rather than to a primer film. In a lot of the mid-century housing across Long Beach, that is exactly what happened. The paper went up in the fifties or sixties, straight onto board that was never sealed.
Strip that and the paste does not let go, so the drywall face paper comes off with the wallpaper. You are left with exposed gypsum core and a torn, fuzzy surface. Nobody caused that during removal. It was built in decades ago.
Skim coating is the honest answer
A thin coat of compound over the whole wall, sanded flat, then primed. It adds real labour, and it beats painting over torn paper and hoping. We test a small hidden area first, usually in a closet, so we know which conversation we are having before you sign anything.
Texture matching matters once the wall is skimmed. A skim coat is glass-flat, and if the adjoining walls in a Belmont Heights bungalow carry a light orange peel, a flat panel beside them reads as a repair.

When painting over wallpaper is acceptable
Sometimes it is, and we will tell you when.
Defensible
Painting over paper is defensible when it is a single layer, tightly adhered with no lifting seams, not a heavy textured or fabric type, and when you accept that it makes future removal harder.
Where we do go this route, the seams get skimmed and sanded and the wall gets an oil-based or shellac-based primer to keep water out of the paste. Water-based primer straight onto wallpaper is the fastest way to make it bubble.
The wrong call
Multiple layers, lifting seams, a slick vinyl face, moisture behind the paper, or a genuinely smooth wall as the goal. In any of those cases the paper comes off, and we would rather say that at the estimate than after a coat of primer has told you the same thing.
